They seem to reasonably often do circles in the harbour. I believe often for testing after maintenance, maybe sometimes training? If it's belching smoke maybe they are trying to find the problem?
It's also possible belching white smoke is the default state of affairs when they first start up, it had more or less stopped not long after I took this.
