In the end, there isn't much you can do about it. If you ignore the most crazy stuff to focus more on #2 and #3, then the #1 won't be noticed and may succeed despite its crazyness. Doing enough bad stuff in a short time span just doesn't allow for enough focus to build a meaningful opposition.
And if you in parallel tear down all checks and balances and scare people with jobloss or other measures that doesn't really help to form a movement.

I think this is exactly Trump's strategy: get everyone talking about crazy scheme #1 while actions #2 and #3 slip by hardly noticed.
