I think he's saying that the profile picture appears to be newer than the tweet
If you took a screenshot of an older tweet, after the user changed their avatar, it would also be reflected on the older tweet you're screenshotting.
Good to know, I'd love to say it was a recent moral thing, but even when twitter was twitter I didn't know how to use it.
