Nah, do better. Start taxing services like facebook, microsoft and google. Tax the hell out of them so using their shit cost people money every time. The moment someone needs to pay 50€ month to access facebook or google maps, is the moment we will finally ditch them for good.
Pretty simple: first, all their apps on the app stores will be priced, and higlhy. I'm talking no less than 20€ each app because the companies will have to pay a tax to the EU for every new download on EU territories.
Then, all the apps that need an account to be accessed, will be forced to ask for a monthly sub because the companies will be taxed monthly based on the number of EU accounts they have. Non compliance will mean they will be taxed monthly as if all the EU population would be using them.
Windows will have a tax on every license sold. A 50% tax at least, same with office and the likes.
If they don't comply, the EU has the tools to block access to their services Europe-wide. And, to make things easier for them, we will give them 6 months notice, enough time to start a campaign to make people look for alternatives.

I love this. I think that's what Europe needs anyway, but I'm wondering how it could be implemented.
