Maybe the scientists behind the blackest-black wanted a new challenge, and decided to try and develop the whitest-white? Sure feels like they picked Hard Mode!
I regularly get temporary hair color to some of my hair (pinks or purples). Because they fade slightly with each wash, my goal is to only wash once a week in cold water to get the most bang for my buck. Days 1-3 no additional products needed, dry shampoo 4,5, (some hair pulled back/styled up) and days 6,7 I'll put my hair up. I still shower regularly, just put my hair up and cover it when I do. Depending on activity levels if I'm getting sweaty, I'll probably shorten it to a 5 day cycle.
According to the lady I go to she has plenty of women that have weekly hair appointments for a wash, blowout, and style that basically do the same (and no - they're not all "old ladies.")
Yeah washing your hair once a week is perfectly normal, especially for people with hair colour and people with longer or difficult hair. No harm in using dry shampoo once or twice a week for upkeep.

When you're starting with Tilda Swinton, why bother painting/powdering her face? How do you even find paint that's whiter?
Oh, or maybe her skin made the painted hair look not-white-enough, and the paint is to tone it down.

Uhh it's a spray that you use when you can't/won't take a shower, some also use it after a shower too
