Back in 1935 the first Labour government came to power and faced a severe housing crisis. It didn’t fiddle and tinker – it rolled its sleeves up. By the late 1930s it was building 3500 state houses per year for a population of around 1.5 million.

That is really weird, I am on Firefox on Linux Mint, no popup at all. Article is all there.

I am running uMatrix script blocker, but that doesn't seem to block those popups on other sites.

Same thing on Firefox for Android.....no popup at all. Maybe it is a Chrome thing.

I can read it fine? Just close the popup that asks you to subscribe, it's an ad not a paywall as far as I can tell.
