As of now, 11 fuel tanks are on fire. Smoke can be seen 15-20 km away.
Our people on the spot confirm the main bonus - the railway track has a gap. The repair will take a couple of weeks after the replacement, which means the fuel will not reach the front for two weeks.

A rail layer is, what, half a kilometer? A full kilometer long? They take a lot of planning to move and you are not going to have many of them. Even Russia.

Unfortunately you don't need a rail layer to repair that and it would be too valuable to bring that sort of machine to the front

Assuming you can get track and such parts. The right ones are not always available fast - but otherwise yes put the fire out and repair in hours.
