It's exempt because it's "attached to the car".

They don't care about use or safety with these laws. They only care about ease of enforcement. "I saw you holding your phone" is a much easier ticket.

It's not difficult to enforce regulations on car companies, but they provide bribes to politicians.

That’s what I thought as well, but I think people kind of agreed that holding it for navigation was OK; even if it wasn’t legal.

Maybe this is just there to explicitly show that it is illegal.
