Okay so hear me out, is there a level range where all you see is frost ones? I employed all the old exploits and am sitting happy at lvl 200. I didnt even talk to Martin until I was maxed out.

yeah, they are the lower level atronach. you basically blew past them.
if you go to the atronach forge at frostcrag spire you can still spawn one with some fire salts.

Well hell. At lvl 200 you should be able to just buy a conjuration book and chug a fortify magika potion to summon your own.
