Things keep happening so fast. What was going on from around Sept '23 through until April-ish of '24 when it flatlined?

Edit: when it flatlined the first time, not the TACO time

It's probably because of the big budget fight that happened around that time. The bill to provide aid to Taiwan, Israel, and Ukraine passed on 20 April that year after being stalled for months by Republicans.

Interesting to see that right as the US contribution flatlines the EU contribution pretty much immediately doubles in how steep it is to make up the difference.
