Plebs, a colourful, casual RTS vaguely reminiscent of Settlers 2, released on Steam in early access (demo available).

This is cool but I think it needs to have cloud saves to compare it to Plex.

I'd consider something like this if it also had the ability to keep track of and update game versions. Although I don't think that's realistic to consider at the moment.
