How do you unclog one half of those metal kitchen sink halves if water is not draining?

remove the trap and clean that, or block the other side so air can't escape.

Take a wet towel or dish rag and plug the side that is flowing and use a sink plunger (not a toilet plunger) on the stuck side. If that does not work you may need a snake.

The snake was absolutely useless. He just sat in the sink and stared at me and didn't even attempt to use the plunger.

Ideally a "snake", a semi flexible metal pipe/coil that you can just stick it thru there and physically clear it.

If it drains but just very slowly you pour some soap/degreaser once it drains then, hot water till the sink is full for the pressure.

But the snake is the real answer.
