The issue is simply that you haven't fully read the GenP Guides, which clearly explain what’s happening in your case.
You've downloaded the Source version of GenP, which is intended for users who want to compile the app themselves.
That's why it doesn't include a .exe file, and why it may appear "empty" if you're expecting a precompiled app.
This is clearly explained in the GenP Guides under the section titled "GenP Distribution Formats Explained".
And it's also noted on the download tabs of the official GenP website.
If you don't want to build it manually, you should download Binary instead.
As it's precompiled and ready to use right away.
