I remember when I was in Disneyland my sister put a dog leash on my trousers so I would not run away (I was told because of child trafficking in Paris)
What use would two handcuffs with a 3-foot long cord between them serve? I mean I get what you're implying but these wouldn't restrain anyone in any meaningful way.
One cuff is attached to the parent and the other to a child. Like in movies where a briefcase is handcuffed to a courier, the only difference is that one is a plot device and the other is Walmart making money off child abuse.

Practically speaking, these would be completely unsuitable for that use. An extensible cord that goes over a meter long doesnt really restrain anyone.
