Practically speaking, these would be completely unsuitable for that use. An extensible cord that goes over a meter long doesnt really restrain anyone.

One cuff is attached to the parent and the other to a child. Like in movies where a briefcase is handcuffed to a courier, the only difference is that one is a plot device and the other is Walmart making money off child abuse.
