Correct! And not just the charger and the device, also the cable needs to have the right e-marker chip (> 5 A), speak the protocol and confirm that it can carry the requested current during negotiation.
That is like saying "my car has square tires and they won't work at all with these standard flat roads". Seriously, these stupid manufacturers are choosing to not put 2 tiny resistors next to the USB-C connector. They cost 1 cent when you buy them in individual quantity. Less than 0.1 cent for large quantities. That is what they save while breaking C-to-C.
5V 1A and the like are now rightfully considered slow charging. Since most chargers have at least some level of USB PD now, the phone tells you there's a chance either the higher voltage lines on it broke or it couldn't negotiate a higher voltage and amperage.
