When this was aired, it was a joke, but there can be things behind jokes, like social commentary. This was a joke when it was written, and it was also social commentary.
Your sister needs to learn that kids understand what jokes are. Pepe is funny because he grossly violates everyone around him, we know it's wrong, and we get to watch him fail.
I don't know OP's intent but there is a genre of porn where the one person isn't into it, but it's not rape. It would be like them playing a video game or washing dishes and being indifferent/unresponsive to the other person having sex with them.
Kink . com delves into some CNC situations where they start with an out-of-character interview to show that everyone is, in fact, consenting, but the scene itself is a rape scenario. "Melissa's Bad Medicine" (with Tommy Pistol and Melissa Stratton) is one where the scene switches up and both of them are "raped".
I don't think they put it on Tube sites, though, only on their pay site.
The joke is meant to appeal to people who's partner is generally not in the mood (because they don't love them anymore). Instead of being miserable, should break up or explore non-monogamous relationships where their sexual needs can be met elsewhere while their comfortable household stays together.

I don't know. By that late into the Simpsons runs, jokes were hard to come by.
