I'm not saying you're wrong but I think it is interesting that your interpretation of the meme is that it is a joke against the people being targeted by ICE while I immediately thought the meme was about how brain dead ICE officers are that they would target a dog simply because it had a sombrero on. I have no idea what the OP's intention was when making the meme. Maybe I just made my assumption based on the fact that this was shared on Lemmy which is overwhelmingly against ICE. If I saw this shared by a conservative person I would more than likely share you sentiment though.
Honest question, Is it racist to train a GSD to take commands in German, or to put a musher hat on an Alaskan Malamute? They are dogs that come from an nation/state. Or are you trying to say that a sombrero is offensive to the people of Mexico?
The fact that people are being deported based off how they look or where they come from is racist, I can't see how honoring a heritage or bringing cultural differences into your culture is racist.

Unless you're German, it's at least weird and notable, because why? The dog doesn't speak German, any more than the average USian who calls themself German-American because of that one ancestor who immigrated from Germany 300 years ago.
That's exactly the point, dog trainers do quite often use commands in other languages so that the dog doesn't hear the command words in everyday life and gets desensitized to it.
