I know at least 3 places in my area I can get spray paint that isnt behind a cage and nobody cards you for it.
There are also art supply stores that sell graffiti pens that dont even fall under the same rules as spray paint. And these would be better anyway; they use that ink that bleeds through when you try to cover it up. They also have the ball bearing in them to shake the paint so you still get that iconic spray can rattle 😌
All the ones by me have been single day displays on the cycling video displays. No one gives a shit about Charlie Kirk in my area to pay more than $40 for a billboard, which is very funny to me.
