To help quantum companies scale at home whilst preserving Europe’s openness, the EU must provide immediate support to the quantum sector and simultaneously develop a new regulatory framework geared towards industrial application.

That would be the perfect scenario. But I think something imperfect is better than resigning ourselves to US/China quantum.
