I wouldn't say it's dependent on it, but it's a very good way to control people. The uber-rich are using it very successfully to divide and conquer. By redistributing wealth, there would be much less fear in the world.

There's DRM on medical equipment, for starters.

Keep in mind by controlled I mean that America can with the stroke of a pen revoke our access to health care systems. I don't know the specifics of a healthcare system's infrastructure provide many examples.
