I think the situation was closer to private petrol stations that you have to be a member to use.
Like the servo at a Costco.
Or the private pump that hundreds of trucking companies have for their fleets.

To my understanding, all of the charger infrastructure remains the property of Tesla, who partner with locations to mount that hardware:

I'm mainly surprised that Tesla has waited this long to expand their potential customer base (as they charge about double market price for the power these things put out).
