IE with my smart meter they know my export and pay me 2c, that then goes into the neighbours house who are on a dumb meter and they get charged 39c. I think things like that might be dark spots in the data the govt might be working off, but the retailers will know exactly how much "dark energy" (satire) there is in their purse.

When you say outright you have, for example 450k for a 500k apartment? If that is the case then you just need to get a mortgage for the difference and be done with it. With that much of a deposit I didn't think they would see it as much of a risk, but who knows. A mortgage will be much lower interest than a personal loan.
Also have you factored in all of the extras... legals, stamp duty, etc etc.
