Where does that person think they live? 1960s Harlem? They live in Mitchellville, Iowa. Most likely they're going to see an uptick in loitering.

the DMR article is almost more frustrating, now I know more about the situation but none of the information actually helps me know who's at fault here. smells like the exonerative tense was used in a couple places but I cant tell which direction.
