The EU is working on what is in essence a new Open Source strategy for Europe, and the call for evidence is now open. This is our cue to provide feedback and input to the strategy!

No, you can post as a non citizen or "other" (someone from US working on the Inkscape Project used that).

It's for EU Citizens and stakeholders. So no, you don't have to be European to contribute.
