I'd go with player A, the white mana will be used to grant indestructible therefore nullifying the revolver.

White has no cards in hand. They're basically fucked. Maybe if they had a better board state, but black is up on blockers / sacrifice materiel and is about to target themselves with that draw four, giving them massive card advantage. White may be up three mana, but that gap will close very quickly unless they top deck some draw spells (and let's be real, white draw sucks), especially with black having access to powerful fast mana pieces like Dark Ritual, Burnt Offering or Culling of the Weak.

In this case it is illegal, because the real limit is the sum total of all pawns and rooks cannot exceed 10.

A is running Boros, B is forked against a wide weenie build like that, best they can do is try to draw 4 or run Elvis's Orzhav Burn but that'll only buy them time. B is screwed if A draws an Arrest.
