Deeply misleading headline. Just the manufactorer also produces for the military aand are also allowed to sell to private entities, who then smuggled the ammunition to Mexiko.

“Military ammunition” sounds scary until you realize it’s only made to be acceptable for military purposes, and the truly excellent grade ammunition is made for civilians.

Of course that's bad. That's exactly why it is important to know how the system can be exploited. From the headline it sounds like the failure is on the delivery system to the military.
