Why don't they rely on mexico and LATAM instead of the US?
Regardless, if they need the US to agree with them to exist, they really would be a failed state, because the US—home of capitalist imperialism— would never.

Cuba doesn't rely on the US, the US prevents people from trading with Cuba with sanctions and embargoes.
