These aid boats aren't from the Mexican government. This is a volunteer/activist organization.
I'm shocked they would not be transmitting location/video. See Gaza flotilla. See Venezuelan fishing boats.

Update. Found per Mexican Navy. Delayed due to weather. Another article per the USCG says they made it to Cuba.
