Well yeah, how could they? You Awoo, and the park ranger comes running, but wolves are fast, so the pack arrives first. Now the park ranger has to write you a fine, but you are surrounded by wolves. You all collectively glare at him before running off awooing.

Is it though? I feel like 1984 would be more like "Will be tortured and shot if caught". It's definitely still wrong, but not Orwellian.
