I had a similar conversation with my mother some time ago. It's crazy how normalized it is to chuck cigarette butts wherever, even for people who wouldn't litter otherwise. It's like pocket ashtrays don't exist.
I find smokers tend to be extremely sensitive about this sort of thing. I had a coworker who said it was good she threw her cigarette butts on the ground, because then the city paid people to clean them up. Clearly bullshit, but protected her sense of self.
