In my view, Voyager is an Anti-Gilligan's Island show. In Gilligan's Island, things float into the lagoon and the plot revolves around it. In Voyager, the ship floats into someone else's lagoon. DS9 is a mostly-Gilligan's Island show.

It's a cop out to put them on the Holodeck. I want the real Harlem Globetrotters to be sent from the year 2000 to the year 2377, to a random planet in the Delta Quadrant where they happen to run across them. They're now called the Harlem Timeandspacetrotters.

The holodeck was just a convenient open space to host whatever game was somehow necessary to the plot. My assumption is that they do physically visit the ship for shenanigans.
