Hoshi, any day. Linguistic genius. Figured out new languages without any data. For fun.

C3PO might not be as adept, as his programming might be limited. His function was a translator but did he have the capability to learn new languages?

Lwaxana is not a translator. She's a diplomat. She may be able to detect that all the alien men in the known universe want her but she can't translate their language for anyone.

If anyone from TNG was a superior translator, it was probably data. He was designed to learn and grow.

Agreed. She was so scared to sign up to join the Enterprise mission, but she did just so she could experience new languages. Smart decision by Archer to get her aboard. Even T'Pol complimented her abilities.
