It has a great impact on reducing bottle/can pollution. There are opportunities to improve the system, including how we return the bottles and increasing the 50-year-old fee.

Good points. I figured it has to help with returning cans for sure. Does it mention a comparison between Michigan's $0.10 deposit compared to others that are lower?

Makes sense, those would be my two points as well. I would make the rate at least 40¢ and make it possible to return in bulk. The main issue would be dealing with invalid items. (E.g. unreadable labels, not accepted at that location, etc.)
