It doesn't matter right? Even this framing is suspect. If he didn't authorize it and actively discouraged it, he's still the CEO and he's still responsible anyway

Dude no one cares enough to do anything about it. Any fines they may incur are the cost of doing business. They’ve already got all of their data, anyway.
