No motorcycle rider intentionally crashes into someone else. There's a 99% chance that both parties get injured or killed.
This sounds like made up police bullshit. The dude probably whizzed by a cop car trying to flee (not that I condone this) and the cops wrote up "He tried to murder us with his motorcycle!".

The person who was shot was not on the motorcycle. He ran into and hospitalized a motorcycle cop, then was found and shot by police.
