Would anyone know how to repair "cracked" fabric after plushie being washed?

A relative washed and dried this old plushie and never has been the same since

I would try giving it a soak in warm water, brush gently with stiff brush while fully wet, let dry to just damp, then brush a little more aggressively, fluffing or teasing opposite the direction that it wants to lay flat.

i would try to carefully brush it with a brass brush that has somewhat thin wires.
