That would work a lot of the time, and most developed countries probably can afford it (with a few sensible changes to tax laws and tax law enforcement)!
When my wife got disability, we weren't expecting to get it.
We went through a lawyer to file everything. The initial application was denied and we had to request a hearing.
We had to go to the federal building for the hearing. When we got there, we were told the hearing was cancelled. We waited for our lawyer to show up to find out what was going on.
It turned out the reason our hearing was cancelled was because the judge reviewed the documentation and approved the disability. She apologized because she said someone should have let us know that the hearing was cancelled.
Our lawyer told us later that he wasn't expecting it to go well because the judge who was assigned apparently never approves anyone. Turns out my wife is more obviously fucked up than we thought. Yay?

The US definitely could afford it, but the ruling class doesn't want that because it would make the working class less exploitable.
