Compliment things that people have an active choice over, rather than their bodies. "That coat really suits you" or "Your hair looks great today" are a lot better than "You're beautiful."
And don't tell the person how to receive your comment. "Just wanted to make your day." Ugh.

This still strikes me as creepy and objectifying.
