Where is the actual gap for a defensive alliance without any interest in bombing countries on another continent into submission US-style?

There is a reason European countries have zero strategic bombers but use multi-role jets as bombers, and why they operate a lot smaller (and much stealthier...) submarines that can actually operate in their coastal regions. It's called defense instead of raiding third world countries for oil.
