Journal With Witch, MAO, Daemons of the Shadow Realm, Witch Hat Atelier, The Ramparts of Ice, and You and I Are Polar Opposites, just to name a few good ones from this year alone.
Moribito has good character development for its woman lead character. And while GitS is definitely a bit male-oriented as a series, I would say that the character development of Motoko is pretty good in each of the series I've seen (The movies, Stand alone complex 1 + 2) but still definitely a bit light on character development.
I think it might be a good idea to tell us what series you didn't like so we know how low the bar is.
