Is Brooklyn not part of the City proper?

Yeah, both Brooklyn and Queens are very much part of New York City. They are different counties, so that may be what their actual metric was?

Having lived in one of the top 3 for a bit, bike friendly means that it's friendly for bikers to ride their bikes, not that the bikers are friendly. I kid, I kid.
