For people confused: The woman is hunched over with her head on his shoulder and hair blocking his shoulder and neck. The man is just sitting regularly on the chair, being hugged by the woman.
The man has dark/black pants and a reddish top. The woman has the white pants and blueish top.
I wasn't confused before your description, so I had to look at the image again, then i got confused and then I understood what was going in, because of your description.
I think my biggest problem with it is that if it were obviously the other way around and the man was hugging the woman everybody would be asking this question.
Others have said that certain context would make this OK, I kind of feel like it’s unprofessional regardless of the personal relationship you have with that person.
It’s possible that it’s just a matter of the angle he’s standing, true. But I’ll point out that muscle tone and muscle mass are not the same thing. He can still have skinny little legs, and they can be very well toned.

Real talk, is this physically too close, being at work?

Maybe it's his wife dropping in to surprise him at work.

Depends. Is it consensual, and are they the same level as the other.
If yes to both, pretty harmless. If no to either, that's bad.

Just looking at this make my ankles and lower back hurt
He’s cute, but I’m not into guys with dainty little bird legs. I like something a little beefier to throw over my shoulders.

I think its the pants causing that illusion. His legs aren't massive but they do seem pretty toned.

It's the girl who's standing and bowing over, the guy is sitting down...

This is fucking me up ngl. Where she's holding his shoulders... when I look at where his neck line should be, something doesn't add up.
Cute photo though.

Is Jimmy Kimmel messing with us? I mean I wouldn't put it past him.
