I can't tell if they're using very fine thread to keep the hats on, or if the hats are just exceptionally well tailored and the ducks very well behaved
It looks like they use an adhesive backed fabric like a skull cap that the hat is then affixed to. I imagine this is less likely to irritate or injure the bird than a chin (bill?) strap.
