We've had mourning doves nest in gutters and reusing old robin nests in thin trees. They never rebuilt in the gutter after removing the nest (it was empty) but they still used the feeder and bird bath every year until they started using an old robin nest. They like more open nesting areas so a deeper nesting box might be why you aren't seeing them return.
Must not be a lot of ground level new shoots for it to go dining up in a shrub like that, you can see the twig it was monching on pretty clearly in the second pic.

Flock charges $350 per solar panel replacement , if you are in California it'd take a little less than 3 solar panels for it to reach a felony charge at $950. Again IANAL.

Eminent domain didn't factor into this particular case. The Taylor Economic Development Corporation simply ignored the deed and sold the land to BPP Projects LLC/Blueprint while Taylor City Council and Judge Ryan Larson approved and upheld it respectively.
