In the anime they start at 17 years old, then turn 18. Konata also has a job in a cosplay cafe. So it wouldn't be a huge stretch for Tsukasa to get a job at a maid cafe. Or maybe just playing with outfits at home. Or the artist just wanted to draw her as a maid and didn't think much of it (most likely).
