Pretty much happening in every country on Earth right now sadly. I think the way the world is set up shitty people succeed, and anyone who is willing to sacrifice for their community gets taken advantage of by those people. Regular people only have the bandwidth to worry about themselves so as long as they aren't suffering that much personally they have no motivation to change anything in their societies
