Fridays. Mondays are when it opens, about an hour before the NYSE does.

Oil Futures are traded on the NY Mercantile Exchange, they trade 23 hours a day (but not on weekends). So any announcement make Friday evening won't hit the futures market until it opens back up late Sunday.

The Strait is open. However, the weather forecast calls for clear skies with a chance of explosive drones. And, I suspect insurers are telling their clients that transiting the Strait is currently not covered.
