what does that even mean? the US isn't a member state of the ICC, has no obligation to follow or enforce its rulings, and has legislation in place to preemptively approve military action against the Hague if they attempt to try or detain US citizens. the ICC has no more influence over the US than the RCEP (a free trade agreement among East Asia and Oceania)
WSJ is explaining that inside "America" there is "rule of Trump/law"; outside the USA there is "sovereign citizen as nation/state; we have nukes go fuck yourself"
US basically created ICC as bludgeon to give their imperialist conquests a veener of international legitimacy by accusing designated enemies, so no wonder they react like that when the tool wriggled by itself.
