Call me crazy (most people do) but I wouldn't be surprised if there's some sort of data storage or "key" on there. Maybe I watch too much TV but I could see these idiots proudly wearing their trafficking info out in the open while keeping it close.
I remember reading that a lot of gang members would wear big expensive pieces of gold that could be pawned for bail money. Might be apocryphal, but a douchebag of Tate's calibre doesn't care what's apocryphal if it works.
