They hire people deemed too unstable even to become cops.

And in dire financial need - significant sign-on bonus, shitty pay. (Shitty job)

Many more aspects, all kinda included in my first sentence.

(She) believes the tragedy could have been avoided entirely if the federal officials tasked with vetting new hires had simply contacted her before issuing the 37-year-old rookie a badge and a gun.

Or simply having sane background checks. But that way they'd never be able to fill the ranks of people "willing to do what it takes" (i.e. devoid of morals and ethics).

Still, I appreciate every (ex-)wive or (ex-)girlfriend coming forward.
